Indicators should be quantitative where possible, such as "to have protected areas totalling 5 % of each ecosystem in the country by the year 2010". Consideration should be given to the paper Biodiversity Indicators for Policy Makers (WRI/IUCN, 1993). The process makes use of defined Objectives, as well as other inputs such as the Catalog of Data Holdings. The output datastore Targets includes the definitions of selected indicators, methodologies for estimating them, and specific target levels. It may comprise of a mixture of textual and numeric data. Develop Action Plans The planning process must include the estimation of the costs of proposed actions, and define the institutions responsible for each task. This process therefore attempts to reconcile the Targets identified in Process with available instimtional capacity (see Institutions). The output Actions lists tasks, responsible institutions, required legislation and regulation, data collection and monitoring plans, and associated costs and timetables.
