The Metric System: A Centurys 1759 1_|C idea of a universal ML and scientifically ex-acit decimal standard oflength seems to have firstdawned in France years ago, when Abb6Mouton proposed to employ ,the minute of a meridianas a basis, with decimaldivisions and multiples. About thesame time (1670) a French astronomer,Jean Picard, besides measuring an arcof meridian near Paris, proposed thedistance traversed by a pendulum inone second as a unit of length. Thescientific missions equipped in 1731 bythe Paris Academy of Sciences tomeasure meridians, (1) in Peru, (2) inthe Arctic regions, should also be noticed, as well as thecurious book written bj Collignon in 17S5, in which heproposed the billionth part of the circumference of theglobe as the unit, with a very complete decimal systemof multiples, etc. A Historical the Metric System, as we know it to-day, is theoutcome of the French Revolution.
