The leaders of the Repub-lican party early appreciated his ability and they werequick to recognize his forcefulness. He was soon takeninto the councils of the legislative leaders and becamean active participant in framing the legislative pro-grams. Whenever important legislation was to be con-sidered, Senator Wilbert was consulted.
