Now that the fundamentals of this time-honoreddevice in foreign trade have appeared on the Americanscene and the nations first foreign trade zones establishedin New York and Mobile, and a similar zone proposed forthe Port of San Francisco, it may have been that theMiddle Ages actually were setting the stage for moderntimes. The application of the Board of State Harbor Com-missioners for a Foreign Trade Zone is still before theForeign Trade Zones Board, Washington, D. C. The application proposes that Pier 45 be utilized forthis purpose, it being the largest on the San Franciscowaterfront and considered one of the best piers on thePacific Coast. The Harbor Board
