Riotous assembly outside Parliament House on the introduction of the unpopular excise scheme proposed by Robert Walpole in 1773. The scheme involved a system of warehousing for imported tobacco and wine which then had to be approved by the customs authorities, and importers were to give bonds for payment of duties when the goods were removed.
