GROTON, Conn. (Nov. 2, 2018) Ohio native Capt. Ronald Withrow, the outgoing commanding officer of the Virginia-class, fast-attack submarine, Pre-Commissioning Unit South Dakota (SSN-790), is rung aboard during a change of command ceremony where he was relieved by House Springs, Missouri native Cmdr. Craig Litty, at the Dealey Theater onboard Naval Submarine Base New London in Groton, Connecticut on Friday, Nov. 2.
