In the absence of the governor,who was detained in Kentucky closing up his affairs, preparatoryto removal, the secretary proceeded to organize the government,April 28, by proclamation, reestablishing the counties of and Randolph, with their existing boundaries. The first-appointed territorial judges were Alexander Stuart,Obadiah Jones, and Jesse Burgess Thomas, late delegate tocongress from the territory of Indiana. Judge Stuart beingtransferred to Missouri, Stanley Griswold was appointed tosucceed him. Gov. Edwards arrived at Kaskaskia early in June, and soon 242. ^ <& rff. iA GOV.
