In the opinion of the management of theWheeling Traction Company, this whole question of theamount of money that can be spent prudently and judiciouslyin reducing grades and curves on any line simmers down toa definite operating proposition and is a matter of capitalizingthe saving in operating expenses. As a noteworthy concrete example of how this policy canbe worked out, the following notes are given relative to the. rebuilding of the companys line running from Mingo Junc-tion to Steubenville. In 1902 the company took over asingle-track line which had been built in 1901 between Mingoand Steubenville, and which took a very circuitous and hillyroute over the mountain. Although the distance by air linebetween the two cities is only about 2 miles, this route meas-ured miles from terminal to terminal, and with the excep-tion of a short stretch on top of the mountain, practically theentire line was built on an average grade of 7 per cent, theheaviest grade being 10 per cent. The plan and profile ofthis old route are shown on the drawings on page of the extraordinary curves and grades encounteredon this line are evident from these diagrams. On this hill line the company has maintained a 20-minuteschedule. In order to enable it to perfect a through routenow nearing completion between Wheeling and Steubenville,of which the stretch between Mingo Junction and Steub
