In 1861, when there was some prospect of awar between England and the United States, planned an arsenal for Canada, forwhich he offered to supply the capital. This,however, was refused, though there is reason tobelieve that his patriotic proposals and sugges-tions were fully appreciated by the Imperial Gov-ernment. He also took a prominent part indeveloping the Rifle Association of Ontario, andbecame its President, and was also President ofthe Dominion Rifle Association. He was instru-. Colonel Sir Casimir S.
