In com-pliance with the Organic Act, President Harrisonimmediately appointed George W. Steele to begovernor. He came to Guthrie and took up hiswork, May 22, 1890. There was much to dobefore the Territoiy would be fully were no county or township Organic Act provided for the organization OKLAHOMA ORGANIZED 131 of seven counties which were known at first bynumbers. Governor Steele appointed all of thecounty officers for these counties. These officerswere to hold office until their successors shouldbe regularly elected.
