5th December 1944. American sculptor George Conlon (1888 - 1980) applies the finishing touches to a portrait bust of former United States Secretary of State Cordell Hull (1871 - 1955). Congressional authorisation for the work was sponsored by Senator Kenneth McKellar of Tennessee, which Mr. Hull represented both in the Senate and the House Of Representatives at various stages of his career. Mr Hull's resignation due to ill health, after 12 years as Secretary Of State, was accepted by President Franklin D. Roosevelt on 27th November 1944.
