Kevin Mooney, commander, Undersea Surveillance, speaks during the Naval Ocean Processing Facility (NOPF) Whidbey Island change of command and retirement ceremony. Cmdr. Robert Burns relieved Cmdr. Thomas Karney, who retired during the ceremony, as the commanding officer of NOPF.
