On February 21, 2022, the heads of the Lugansk and Donetsk People's Republics asked Russian President Vladimir Putin to recognise the republics' independence. Putin signed decrees recognising independence of the Lugansk and Donetsk People's Republics and signed treaties of friendship, cooperation and mutual assistance with the republics' leaders.
