FFORT NORFOLK, VA - Jeff Swallows, a senior geographer from the Norfolk District, Army Corps of Engineers, uses rope to connect the six Taylor Floats together. The floats will be placed in the Elizabeth River after being filled with baby oysters, or spat. In the spring of 2013, approximately 14,000 baby oysters will be placed on the existing sanctuary reef off the shoreline of Fort Norfolk. Employees from the Norfolk District partnered with students from Seatack Elementary School in Virginia Beach in 2012 to build an oyster sanctuary along the shores of Norfolk District’s property. (
