In thespring of 1857 he went West, andlocating in Minneapolis, Minn.,engaged in the practice of his later experience wasrather in the line of business andpolitical life. His first office afterremoving to Minnesota was thatof U. 8. surveyor-general of Min-nesota, which he held from 1861to 1865, under President Lin-colns appointment. The cali-bre of his business enterprisecan be gauged from the factthat he was the first agent of theMinneapolis mill company, anorganization controlling the gi-eat water power at thefalls of St. Anthony, and was the first to improvethis great water power, which has made Minneapo-lis such a manufacturing centre. He was the pro-jector, and for a long time president, of the Minne-apolis and St. Louis railway, which was built underhis direction. He also inspired the building of theMinneapolis, St. Paul and Sault Ste. Marie railwayfrom Minneapolis to Sault Ste. Marie, and westerly. from Minneapolis for about 300 miles through Min-nesota into Dakota. He was president of this enter-prise from its inception until 800 miles had beenbuilt and he had been elected to the senate, when heresigned the presidency and retired from active man-agement. Mr. Washburn was a member of theMinnesota legislature in 1858 and 1871, and servedin the forty-sixth, forty-seventh and forty-eighthcongresses from 1879 to 1885, and was elected tothe U. ^. senate in 1889.
