The chart shown in Fig. 1 indicates the form of thePackard-Chicago organization. It will be noted that underthe general manager there are four departmental man-agers, beside the advertising and financial managers whoneed not figure in this description. The service managerhandles both parts and repairs. The budget administra-tion is divided into these parts: 1. Carriages. 2. Trucks. 3. Accessories. 4. Parts. 5. Repairs. Fig. 1—Packard-Chicago organization chart branch in turn has its operations divided into the fiveparts mentioned above, the branch organizations in-dividually following the general lines of the main officeorganization. In the case of the smaller branches, ofcourse, that organization is not carried out to as manyrefinements or with so large a staff, but in all cases thefive departments—carriages, trucks, accessories, parts andrepairs—are separately accounted for. It may be well for the time being to forget the depart-ment managers, and consider simply the direct relation-ship between the general manager and the branch man-ager, for it is through this channel that the chief part ofthe system functions. The part played by the main officedepartment heads can be fitted in later. The first step is the determination of a quota for theyear for the entire organization; that is, the number ofvehicles which must be sold. The fiscal year extends fromSept. 1 to Aug.
