All perennials that start into growth and, as a rule, flower in early Spring (such as the Peony), should be planted in the Fall; for those with a late bloom- ing period and a dis- tinct crown of leaves on a more or less fleshy root, such as Foxglove or Poppy, Spring plant- ing is best. With a few such exceptions perennials can be planted either in Spring or in Fall after growth is finished.
