030316-N-3783H-321 The Arabian Gulf (Mar. 16, 2003) -- Senior Chief Tom Leonard, the senior Operations Specialist aboard the guided missile cruiser USS Shiloh (CG 67), mans the Area Air Defense Commander software system. Leonard is one of only two Force Tactical Action Officers (TAOs) in the Arabian Gulf. Leonard's authority as the tactical action officer is unique in that only he, along with the Commanding Officer, has the authority to give the order to actually use Shiloh's firepower.
