1st. Phil-Am, Veterans Cemetery Description The 1st. Phil-Am, Veterans Cemetery is the final resting place for military and civilian victims of foreign wars and lay embedded in the Camp John Hay Forest along the Loakan Road between the town of Loakan and Baguio City in the Philippines. This Cemetery was officially established in the year 1903 for Philippine and US Military and Civilians who served and died in foreign wars for the freedom of the Philippines. On a parcel of land of about 4000sqmtr. at an altitude of 5000ft. in this Cemetery more than 200 Souls of Philippine Scouts, US Nationals and civilian Employees of Camp John Hay and members of their families are buried here. The Cemetery, which includes the graves of veterans of foreign wars, is indistinguishable form the woods that surrounded the final resting place of those buried here. This Cemetery is in such a sorry state because the responsible authorities concerned no longer give much attention to preserve this historical place. Source: International Committee of the Red Cross Gravesides and other locations of mortal remain: The Geneva Conventions oblige the parties to an international armed conflict to ensure that graves are respected, properly or suitably maintained and marked so that they may always be found/recognized. The identical obligations contained in AP I as well as in customary law135 are addressed to all states on whose territories gravesides exist and thus to a wider circle of states. Marking of gravesites. The obligation to mark gravesites and other locations where mortal remains are situated142 is intrinsically linked to two other obligations. On the one hand, it is a concrete aspect of the broader obligation to maintain war graves. On the other hand, it is a prerequisite to guarantee access to burial places.
