A Philippine commission, consisting of Dr. Jacob G. Schurman, C. Worcester, Hon. Charles Denby, Admiral George Dewey, and S. Otis, held their first meeting at Manila on the 4th of April, 1899,. smd issued a proclamation setting forth the intentions of the United Statesgovernment. This was answered by Aguinaldo on the 28th by asking fora truce and close of hostilities. General Otis demanded full surrender,when the Philippine commission was recalled by Aguinaldo, to be followed byothers. Still, nothing satisfactory could be obtained from them, and theAmericans despaired of reaching any peacefvd settlement. Doubtless the American commission will make a report at no distantday which will throw considerable light on the situation. As it is, itspresident, Doctor Schurman, has given to the public some interesting factsconcerning the people of the islands, in which he points out the fact thatthe population is made up of many races. Over sixty different languagesare spoken in the Archipelago, and, though the majority of the tribes aresmall, there are at least a dozen each having over a quarter of a million 3()G THE FAK EAST. members.
