Viabil- ity implies ability to germinate and grow when proper environmental con- ditions are provided. A seed may be considered to have germinated when it develops those structures which are commonly recognized in different vari- eties, species, or families of plants as essential to normal seedlings. Broken, malformed or other seedlings which are known to be incapable of producing plants under suitable laboratory condi- tions are to be considered as not having germinated. 2.
