The act of the legislature establishing theUniversity was drafted by Dr. Cutler at hisMassachusetts home. He sent it to RufusPutnam, accompanying it with a letter givinghis idea of the conducting of the school. Twoyears later another law was enacted, whichdiffers in some essentials from the first were elected, a place and time ofmeeting was set.
