The act of the legislature establishing theUniversity was drafted by Dr. Cutler at hisMassachusetts home. He sent it to RufusPutnam, accompanying it with a letter givinghis idea of the conducting of the school. Twoyears later another law was enacted, whichdiffers in some essentials from the first were elected, a place and time ofmeeting was set. Governor Tiffin thereuponcalled the meeting and he himself was had ridden on horseback from Chillicothethrough the hills of Vinton county, sixtymiles. Samuel Carpenter came from Lancas-ter. Rev.
