After two years of experience, dur-ing which time many, many differentorganizations have been working alongmany lines of service for the country,the leaders of these organizations havecome to realize the vital importance ofa womans power board under the Gov-ernment to supervise and control thewoman power of England, both paidand unpaid, and to provide a clearinghouse regarding womans work. Such aboard has been recommended under theTreasury Department, and was under. MISS PARKER favorable consideration when I leftEngland—late in December. One of the great handicaps whichhas complicated the intelligent use ofthe woman power of England was thelack of any registry of women andwomens resources when war was de-clared. Such a registry has been madesince, but meantime there has beenmuch maladjustment of womens laborand womens resources. Based upon the experiences of Eng-land and the needs of our own country,a program for coordinating the workand developing the resources of the woman power of America was pre-sented at the Congress for ConstructivePatriotism, held in Washington, D. C,January 25, 26 and 27. This programwas endorsed by the Congress. Awomans session was held at which overfive hundred women from all sectionsof the United States were present, rep-resenting many national, state andlocal organizations.
