GENERAL LEE had resolved to make another invasion of theNorth, this time on a scale that he believed would enablehim to dictate terms of peace for the South by the captureof some of the principal Northern cities. He reorganized his armyinto three Corps and placed them under the command of GeneralsLongstreet, Ewell and A. P. Hill, numbering nearly 100,000 menwith 15,000 cavalr} under Stuart.
