Of all the public departments under the direction and management of the State,the Post Office is at once the most popular and the most interesting in its opera-tion and influence. In consequence of recent changes, it can scarcely be anylonger regarded as an engine of taxation, but its vast machinery is put intoaction almost solely for the advantage of the public. In its social influence,such an institution is only second in value and importance to the art of the millions of letters which it is now employed in transmitting from one partof the earth to another—from kingdom to kingdom, from the metropolis to themost obscure hamlet, and from the latter to the antipodes—were suddenly de-prived of the means of reaching their destination, and all the resources for accom-plishing this end were to be broken up, the whole world would be thrown back-ward in civilization, and all the springs by which it is urged onw
