THE LIGHT RAILWAYS BILL. Second Reading J^ the House of Commons on Wednesday,Mr. J. M. Robertson, Parliamentary Secretary to theBoard of Trade, formally moved the second reading of tlicLight Kailways Bill (the text of which was given in ourissues of March 30 and April 6). Sir F. Banbury (City ot London—IJ.) said that clause 6 ofthe Bill empowered local authorities to guarantee interestnot only on the debentures but on the ordinary capital oflight railways. Under the Light Kailways Act of 1896, localauthorities had power to advance money by loan to lightrailways, so that he could not see what the object of clause 6was.
