Iowa 1898 - An old portrait of Lieutenant Governor of the Senate - Milliman. ----- James Cutler Milliman ( 1847 – 1933) was an American politician who was born in Ballston Spa Saratoga County, New York, He was a soldier in the Company E Forty-sixth New York Volunteer Infantry and served in the Union Army in the American Civil War before becoming Lieutenant Governor of Iowa and Mayor of Logan. His parents were Francis and Emily (Hunt) Milliman. In his younger days he was a student in the State University of Iowa ( Iowa City) & later took up teaching &real estate.
