Prohibition of the sale of intoxicating drink, as a beverage,as also of tobacco, would, in my opinion, not only be humane,but the true policy of governments. But such prohibition canonly be sustained where a large proportion of the people areconvinced that the principle is sound, and stand ready to sus-tain it, not only by vote, in the courts, but by the practice oftotal abstinence.
