Minor coin is not forwarded by express to applicants by theTreasurer or Assistant Treasurers, nor is it forwarded by the mint atPhiladelphia to applicants in cities where there are sub-treasuries. The Treasurer and Assistant Treasurers will pay out for lawfulmoney any minor coin not needed in the current business of their offices,but in no case should drafts be sent to them for it. ISSUE OF THE TREASURERS TRANSFER to the convenience of the Treasury, and provided that the expresscharges on remittances have been prepaid, the Treasurer will issuetransfer checks
