One of the latest pro- tective measures it has instituted is Quarantine No. 37, relative to the importation of nursery stock, which reads: "Where any packing material is needed for the safety of nursery stock * * * such materials as sphagnum, cocoanut fibre, straw, chaff, excelsior, shavings, saw-dust, charcoal and ground peat may be used.
