In December 2019, an outbreak of coronavirus disease 2019 (COVID-19) was first identified in Wuhan, China, spreading worldwide within weeks.[685][686] The first confirmed case in the United States was reported on January 20, 2020.[687] The outbreak was officially declared a public health emergency on January 31, 2020.[688] Trump told Bob Woodward in February 2020 that COVID-19 was "deadly" and "tricky" to handle because of airborne transmission; at the same time, Trump was publicly suggesting that flu was more dangerous than COVID-19 and had asserted that the outbreak in the was "very much under control" and would soon be over. Trump privately told Woodward in March 2020: "I wanted to always play it down. I still like playing it down, because I don't want to create a panic." Trump's comments to Woodward were publicized in September 2020.[689][690] A Cornell University study concluded that Trump was the "likely the largest driver" of COVID-19 misinformation in the first five months of 2020.
