A bucket, loaded with mortar dredged from the Elizabeth River, is lowered into the river between two survey markers April 4, 2012. Norfolk District, Army Corps of Engineers is recycling more than 30 tons of such material by using it to construct a breakwater for a future oyster reef April 4, 2012. The district partnered with Virginia Beach’s Seatack Elementary School in 2011 to grow baby oysters in floats and then, this spring, create an oyster reef at historic Fort Norfolk.
