Upon the accept-ance of that grant by the State, a second board of 15 membeis wascreated, which was appointed by the governor of the State. To these30 members are to be added the governor of Delaware and the presi-dent of the college, ex officio. The original board has power to fillvacancies in its membership. The governor fills vacancies in the Stateboard by appointment. Immediate oversight of the station is dele-gated to a committee on
