That Committee in the near future will pre-sent propositions of a positive character for legis-lative enactment and public health education de-signed to eradicate unnecessary disease and pro-tect the worker when idle, neither of which hasbeen covered by any insurance scheme offered sofar. In that connection Dr. Doty stated that: A careful study of the various plans of HealthInsurance, either in operation or recommendedfor approval, presents little or no evidence thatthe education of the public as an Important factorin the preservation of health and the prevention. MRS. SARA A. CONBOY of disease is fully appreciated, or that, if properlycarried out, it would go far to render compulsoryhealth insurance unnecessary. It is true thatreference is made to the value of this means ofmaintaining health but no definite or concertedaction plays a part in the measures now employedor in the plans proposed for future action. Theproper education of the public is a powerful in-strument in the prevention of disease. Contraryto statements frequently made, relative to thismatter, only very slow general improvement hasbeen made in this direction. Illustrative falsifications refuted in the com-mittees report and abstracts of typical repliesare given below. Authorities, pro and con, arenot indicated, because of lack of space, but thefull report containing them may be had uponapplication at Federation headquarters.
