The company office of Chelmer & Blackwater Navigation Ltd, at Papermill Lock on the River Chelmer. The company canalised the river over its mile length from just above Maldon to Chelmsford. The navigation, designed by John Rennie, opened in 1797. The company office remains at Papermill Lock although day-to-day management is now carried out by Essex Waterways Ltd, a division of the Inland Waterways Association.
