Water is a polar molecule. This means that one side of it has a slight positive charge, and the other has a negative charge. When the balloon is charged, rubbing with a pullover over the balloon and put near a tap water, the water molecules are oriented and attracted to the balloon. If the balloon has an excess positive charge, then the negative side of the water molecules will be attracted.
