Commissioner Fogarty receivedhis edncation at St. Ignatius Col-lege, one of the citys oldest insti-tutions, graduating with the class of1876. His natural abilities, coupledwith his disposition to make and keep many friends, received earlyrecognition at the hands of the municipal officials, and in 1883 hewas appointed License Tax Collector, in which office he served SanFrancisco for a term of two years.
