In February, 1866, hemade a speech, occupying parts of two days in its delivery, in whichhe maintained the right of the loyal people in the recent rebel Statesto be represented in Congress. On the 2ith of May, 1866, he madea speech, of three hours duration, on a pending ConstitutionalAmendment, in which he advocated pardon for the rebels, and theballot for the blacks. He stood in the Fortieth Congress amongthe firm opponents of President Johnsons policy. He is a readyand effective off-hand debater, never thrown off his guard, and neverlosing his good humor. 34.
