(a) The demands made upon individual teachers at present are abnormal, in thatthe junior men do not get opportunities to develop into teachers equipped for thehigher positions; that the senior men are heavily handicapped by the amount of ele-mentary work they must undertake, and that in all grades there is an increasing lackof opportunity to give individual students an adequate amount of personal attention.
