It is believed that the slag streak in the head was re-sponsible for the accident, and the examination of thesespots furnish an illustration believed to represent a struc- tural condition adequate to cause the development of asplit head, provided it was located in the critical zone inthe head. In the base it was not situated in a danger zoneind its presence there can be ignored. The last remark brings to notice the feature that struc-tural conditions to be menacing must occupy certaindefinite danger zones in the cross section of the rail, andthat vulnerability is found in certain localities with whichthe intensity of wheel pressures bear a definite relation. It is believed that seams, such as these, if present inthe head, critically located and oriented, would lead tothe
