Balikatan participants conduct a dedication ceremony as part of an engineering civic assistance project in support of Balikatan 2017 in Guiuan, Eastern Samar, May 16, 2017. Philippine and service members worked together to build new classrooms for students at Surok Elementary School. Balikatan is an annual bilateral military exercise focused on a variety of missions, including humanitarian assistance and disaster relief, counterterrorism, and other combined military operations.
