While on a tour with a local politician at a Boston Police station cellblock all but one cell was empty. Inside was a unidentified young African American looking through the cell bars. The tour was so the politician a ardent law and order supporter could have his photo made closed a cell door. as we walked through I saw this you man holding on the the cell bars and the light casting into the cell. I had been told not to photograph anything but the politician. The image compelled me to make it . I made one image from my hip level without the police escort knowing the photo had been made. And continued on with politician to make photos of him with the empty cells
