Portrait photo circa 1920s of American lawyer, politician and statesman Frank Billings Kellogg (1856 - 1937) - US Secretary of State from 1925 to 1929. Kellogg helped negotiate the multinational Pact of Paris in 1928 (also known as the Kellogg-Briand Pact or the General Treaty for the Renunciation of War), a treaty which aimed to prohibit the use of war as an instrument of national policy.
