Adams died shortly subsequent to his appoint-ment and was never able to meet with the committee, but theremaining members had frequent conferences and after an unusu-ally careful study of the question in accordance with the cre-ating act submitted its report to the General Assembly of committee, while agreeing that additional accommodationsshould be provided, and that Norwich had offered an ideal site,was not unanimously in favor of establishing a second state hos-pital.
