USA - 1879: An 2 cents vermilion Official stamp depicting portrait of Andrew Jackson. Seventh president of the USA. Above the frame is a banner with the inscription "DEPt of the INTERIOR". The franking privilege having been abolished, as of July 1, 1873, these stamps were provided for each of the executive departments of Government for the prepayment of postage on official matter. Penalty franks were first authorized in 1877, and their expanded use after 1879 reduced the need for official stamps, the use of which was finally abolished on July 5, 1884
