Texas Dept. of Public Safety helicopters fly over the Rio Grande River--the international border between Mexico and the United States--near Eagle Pass Texas on August 21, 2023 as several Republican governors take an aerial tour of the river where a controversial1000-foot string of buoys have been placed to deter migrants from crossing. Afterwards, the governors, led by Texas Gov. Greg Abbott, held a press briefing briefing on the Texas side of the river.
