Texans from Laredo pose and parade through the Texas Capitol to promote a Washington's Birthday (WBCA) celebration in their border city across the Rio Grande River from the Mexican city of Nuevo Laredo. The annual event in February coincides with President's Day and features cookoffs, parades, and other Texas tourist events.
