It was the last special charter that thecity had, and remained in force until 1875. It was so frequentlyamended that when in 1872 the legislature passed a general act for the in-corporation of cities and villages, agitation began at once that the city give up its special charter and continue itsmunicipal life under the general was finally submitted to the votersand adopted on April 23, 1875.
