On the other hand, a parcel oF five pounds weight, formerly costing 40 cents postage for either local or dis- tant delivery, now can be sent to a local address for 7 cents, to the lim- its of the second zone for 9 cents, lo the third zone for 14 cents, or the fourth zone for 23 cents. There's a big gain there. The seed trade wanted the same rates on seeds as went into effect March 15 for catalogues, which are 1 cent for each two ounces up to eight ounces, the pound zone rates to apply above that. The trade had not antici- pated such snap action as was taken. There wfere a dozen bills before Con- gress and the Postoffice Department had endorsed one that gave seeds and plants the same rates as catalogues. The trade was taken by surprise when it read in The Review for March 12 that both houses of Congress had cov- ered the matter in an amendment to the postoftice appropriation bill, with- out giving a hearing to any parties at interest, and that the matter al- ready was up to the President for sig- nature. The change in rates on cat- alogues and on seeds and plants went into effect the same day. It will now be up to the seed trade to bring pressure to bear to get the ounce rate reduced. It will be diffi- cult. Seeds and plants now are in the same class as other merchandise; it will not be easy to get the weight limit raised to eight ounces and the irate cut to the old one of two ounces for a cen
