Assistant Secretary of the Army for Civil Works James, Army Corps of Engineers Commanding General and 54th Army Chief of Engineers Lt. Gen. Todd Semonite, Puerto Rico Electric Power Authority Executive Director Walter Higgins, and the Mayor of Caguas William Miranda Torres met at the Montaña Area Office April 12. The group visited a neighborhood where contractor PowerSecure, Inc., is working to restore the electrical grid. Caguas was one of the hardest hit areas on the island, and where the toughest work remains.
